Work pants from waist down in St-st. Beg to work double waistband for elastic band. Cont with turning rows for extra height at back. Inc sts at middle front and middle back for gusset before dividing work to cont with each leg separately. At finishing work 5 crochet scallop edgings, evenly spaced to appear as layers at lower edge of each leg.
